In the interest of balancing the overpopulation of planet Earth, and preserving its food supply, the birth of any infant is forbidden for the next thirty years. Any man and woman who conceive and have an illegal child during that period will be sentenced the death penalty by The World Government. Any child conceived will be considered an outlawed child, and will also be terminated. There will be constant surveillance by The World Government with a large reward in extra currency and rations for any citizen who reports the presence of an outlaw child. That is all.❞
