Rosa loves the 99 more than anything else. In "the white whale" Rosa explained how she went to medical school, business school and flight school. We also know she went to a ballet academy and a catholic school, but got kicked out for fighting. She has never been close to her family, mostly because she distanced herself from them being afraid that they wouldn't accept her for being bi. She's bounced around a lot, never staying in the same place for long. Yet she's stayed at the 99 for years, opened up to them about multiple things. She came out to them before her own parents, she lets the squad hug her (sometimes) and she would never do that with anyone else. When holt said that her family was going to miss her as she was fleeing the country, he told her he meant the 99. This is what brought her back meaning she was willing to face years in prison, just to stay near the 99, her family.
