Yes it's a reference to where Onjuuken Suzune and Fuusouken Hayate were sealed by the 3rd Calibur (Kento) and Isaac (The current Master Logos) who used two stolen Seiken (Raimeiken Ikazuchi and Dogouken Gekido) to fight Touma and Kento in his civilian form. These Seiken Combos are used by Touma in his Xross Saber while using Haouken Xross Saber to fight King of Solomon mechas (Robot form of Caladbolg).

WHAT AN ABSOLUTE MAD LAD, Episode 38 is the epic moment where Touma just go all out! THE CGI IS STUNNING AS FUCK!!!!!! Including Xross Saber's transformation jingle IS A GODDMAN CONCERT that the villains need to wait while making sandwiches, coffee, tacos, burritos, hamburgers, pay taxes, do yoga, and etc.
I mean Xross Saber is just like a culmination of Muteki Gamer, Grand Zi-O, and Geiz Majesty!!!!!!!!!
