When a country is starved or 'dying' of a slow degenerative cause such as starvation, thirst, blood loss, or poison, they can't actually die, they can get weaker and weaker, but they would keep from dying, and usually they would have some strength, but usually if they reach that point, they should probably get help

It is possible for a country's muscles to atrophy and grow weaker, but this takes a long time of disuse and their muscles can easily be rebuilt in much less time than it would take a regular human. Again, if this happens, i highly suggest them getting help. 

personifications do tend to be more resilient than normal humans, hence them not dying from such things
