Appearance can change at his own will when he wants to.
Powers and abilities: everything in the fallout series (excluding 76, cause that game is shit) even includes console commands. He can split himself into different personalities so his enemies can't kill him fully, if one does die it will join a Zack similar to himself.
Backstory: He was a random wastelander in Washington, The Capital Wasteland, who fell off a cliff and fell into a radioactive crator full of radioactive barrels and he somehow became a God.
