At the age of 18 you are given a weapon with a name carved into it. The weapon could be a gun, knife, bow and arrow, darts, brass knuckles, Khopesh or anything that you can fight with. Whatever name you get on that weapon is the one you need to kill. Everyone becomes an assassin if you like it or not. You have no choice.
On the day of your High School Graduation you are granted with a weapon with a name carved into it. That name is the person you need to kill. Simple as ever, but everyone's name is entered at least once. Every time you commit a sin your name goes onto another weapon. It's the way we keep our world stable with resources. But we are slowly running out of resources as well.
Your name is entered when you turn 18, when you are over 60 you can live freely and your name will be crossed off the list. Which means you'll have no one ever chasing you again. But it's very rare if anyone makes it to 50. Most people don't have parents because they are killed off. So you make do and live by yourself or with siblings you still have.
Teachers? Most of them are over 60. Any younger well you have bragging rights. Most of the younger teachers are the PE ones. They teach you fighting techniques and how to use the weapons.
Why should you kill an innocent- actually let's rephrase that. No one is pure now a day. Why should you kill these people? Well if you do you get rewarded with big bucks! We have millionaire, professional assassins who kill for a job!
What happens if you kill a person with the wrong weapon? The weapon they gave you is your killing weapon. The name changes on it if the person you were targeted to died, turned over 50 or you killed them already. If you kill anyone else that you weren't targeted to, well that's written off as a sin. Same if you kill your target with a different weapon.
Every Time you create a sin your name goes on another weapon. You could have 15 different people trying to assassinate you at some point.
