My theory is that this is a sub-species of muto. Possibly the only one however. And here's why I think this.

I believe that it use to be a normal variant of the muto speices. However, at some time during this individual's life, it went underground to hibernate for a long period of time. However, it slept near a volcanic area where it was exposed to a great amount of it and mutated into a different creature.

This is seen in the picture as it has what looks like magma running down it's arms. It likely somehow managed to have lava rocks attack to it's body somehow to act as an armored plating to protect it from godzilla's atomic breath, depending on if it doesn't posses it's emp attack.

Not only that, but it appears to stand even taller than godzilla.

Aside from it being possibly more subterranean than walking on the surface, it does appear to dwell in water as well

More evidence on how this might be another muto is through it's plot synopsis for it. Where this creature happens to resurface sometime after the death of the other two mutos.

"Continuing the story of 2014's Godzilla after the catastrophic events in San Francisco, the novel finds the big lizard threatened as a terrifying new foe rises from the depths of the earth, unleashing a series of devastating earthquakes and driven by an unstoppable primal instinct that will test Godzilla like never before. Introducing characters from Godzilla: King of the Monsters, the graphic novel delves further into the activities of cryptozoological agency Monarch".

I think it might have seen competition between the two mutos and godzilla and it was waiting for one to undo the other. Once it was done, it would resurface to take out the victor so it could be the dominant creature on earth.

But, that's all I got. And it could be a different creature all together and has no relation to the mutos.
