Three and a half years have gone by for Octavia and she's been on a high. Dating Finnick, working in the Capitol Casino and appearing on Magazines, and working at the Academy training her brother when she's back in District 2. She's living the lavish life while finally feeling like she has a family. She has it all and President Snow's deal to thank for that.
She's played along perfectly for three years and the final steps of Snow's plan is a about to come to fruition. All that stands in the way of Octavia getting to move to the Capitol with her family is her brother winning the 74th Games. Should be no problem right?
