He was going to kill Hawks too. Hawks had become a hero, even after all the things the higher ups put them through. Dabi didn't feel anything when he killed, he had become ruthless. He may have had something in him for the hero in the past, but that's gone along with any other emotion. It was hopeless, at least, in this life. "If you were alive Touya, I wouldn't let you go." When they were young, Hawks had the biggest crush on him. There really wasn't anything not to like about him.
