Clementine 'Clem' Creed was an Avenger, her ability to control and create fire has served them well, she's been Steves right hand since he was fresh out of the ice. Clem helped Bucky and Steve in Siberia and inevitably ended up on the run.

Then Thanos happened and she turned to dust, then she came back.

Steve asks her to take care of his best friend in his absence, to make sure Bucky gets the life he deserves. After all, Steve knows two people in love when he sees them.

Clem is Bucky's own personal heaven, to him, she's nothing short of perfection. The kind of perfection he doesn't deem himself worthy of.
