What exactly makes a quirk "villainous"?

For as long as Nori could remember, his quirk was seen as a villainous type, something that didn't quite make sense in his option. I mean sure he does see and raise the dead, and yeah he could kill someone with a touch but-- ah nevermind, maybe his quirk was villainous. 

Even so, Nori has a dream; to become a hero. Unlike most, his dream wasn't inspired by hope or because he admired some well known pro-hero. Nope, his dream was one grown and fueled by spite. Everyone said he'll surely become a villain someday simply because of a quirk he didn't even ask for, so why not make them eat their words?

He never asked to be Champion of Death, but he's stuck with the title. So he's cursed, quirkless, the main target of a murderer, and going to become a hero no matter what. Wait, a target? Well, that's nice to know. Let's just add villains into the fray, yes? Because that's what he needs. More trouble. He's just cursed to be a protagonist. ⚠️Has triggering elements such as murder and descriptive depictions of corpses. Deals with implications of suicide and bad thoughts.
