The city of Velaris has been breached twice - once by Hybern, and after that by someone nobody knows about. 

The magical shield protecting the city grew an enormous hole overnight, forcing the now peaceful Night Court into action. Strangely enough, no attack followed. 

Weeks passed in the search of whoever had eroded the powerful shield overnight but everything was useless. As the entire city grows agitated, a series of unfortunate events happened to the spymaster.
