Liyue was no Monsdat, the idea of freedom was no easy prospect for citizens who relied on their contracts to keep everything a hold. The Fatui *had* the mora and power to rebuild and keep Liyue safe, so what other options did the Adepti have aside from helping them rebuild? And the more they helped, the more each one fell under the Fatui's control... Xiao was one of them. Trading dirt for gold, wind for water, rebellion for obedience.
