Best friends. Revolutionaries. Partners-In-Crime. Leaders of the crime organization; The Underground. That's what Tobias and Phin are to each other. But Tobias leaves the leader thing to Phin. Tobias isn't really the leader type. But he has no problem putting people in their place when they disrespect Phin. 

He's her right-hand man. The Second-in-command. She's the brains of the organization. And he's the brawn. Especially since he was bestowed powers after an incident at Roxxon that also killed Phin's older brother; Rick Mason. Tobias gained powers that proved to be unstable, destructive, and extremely useful. But Tobias didn't want these powers. The world had enough freaks as is. He didn't want to be roped in. So Phin started looking for a cure and a way to bring down Roxxon under her alias; The Tinkerer. 

Tobias will do anything to make sure that Phin reaches her goal. And by anything...he means anything. 

Now with this new Spider-Man in town messing things up for The Underground. Being nosy. Stealing stuff. Getting in the way. Tobias is starting to get pissed. And when he gets pissed...bad things happen. Things that only Phin can control.
