It's the action of conveying information or expressing one's thoughts and feelings. 
It's also a right. 
The freedom of speech. 
Such an unfamiliar concept, for people under the age of eighteen. 

And whatever the government believes in, is what the public believes in. That is one of the many laws that the citizens of New Shanghai follow. The government says that civilians cannot speak until the age of eighteen. The government says that at the age of eighteen, people must take the Evaluation in order to be granted the right to speak. Those who fail the Evaluation, get sent to the Camp. The government says that if one speaks under the age of eighteen, they will be sent to the Camp. Disobey, rebel, or have any ill thoughts against the government, be prepared to face the consequences of going to the Camp. Going to the Camp means not returning. And even if they do return from the camp, those who do do not return as the people they once were. Frightened to the point where they can't speak, they spend the rest of their days in silence and fear. And be careful, they're always watching. Always.

Everyone else out there, bathing in the goodness they don't know they've got, they don't know about the roaches their stepping on. As long as their getting closer to the sky, they don't care what they stand on to reach it. They don't know about the sparkling dreamer that's killed 7 people before her 17th birthday. They don't about the ghost of a girl peaking around corners for her entire life because even home wasn't safe. They don't know about the fighter of steel and iron sucking on his bloody lip courtesy of the wars he battles in as nothing but a shadow. They don't know about the masked villain who would do anything to see the army they lead claim the throne They don't know about us. But they will, because we will rise. Until one day his brother killed him in cold blood and locked Victoria up in a cell. When she turned 18 she was offered a deal. Each year Alancia holds a fighting tournament for public display. The biggest and the baddest fight in this tournament and barely make it out alive. She has to fight in this tournament and if she won she had her freedom back. If she lost she would loose her freedom once again. Victoria knows she can't pass up this opportunity up. All seventeen-year-old Charlie Walker wants is to be free of his father's stupid expectations. Stay in school? No thanks. Get a job? Nope. Stop cursing? Hell no. But if he knew his petty rebellion would result in his own kidnapping, he might've reconsidered. When Charlie wakes up at Norway's largest intelligence agency, the NIC, with a biochip in his brain, he faces problems bigger than his father's disapproval. Charlie is their first successful experiment, and when activated, the chip will give the agency unbarred access to his vital signs and location. So much for freedom. But before his biochip can be activated, a rogue doctor offers Charlie a chance to escape. In return, he has to find and keep a flash drive hidden from the NIC. Victoria Robertson was born an ordinary girl. Perhaps she would have turned out okay, if it weren't for the twisted mind of her mother. Her mother, a troubled widow, raised her, her two brothers and one sister in a peculiar manner. In modern society, people generally accept the idea that humans are imperfect and should be accepted with their flaws. Well not Victoria's mother, Caroline. Caroline raised her children to believe they needed to achieve perfection to succeed. As a result, Victoria grew up with self esteem issues and low self worth. But that's not all. Victoria must decide if she'll be a cruel, judgemental and demanding woman as her mother was, or to learn that as humans, we all have flaws. The decision is Victoria's, because the fate of her country lies in her hands. Will her aspirations and dreams to create a utopian society prevail, or will they turn into disappointments and nightmares of a dystopian society? She has power and control to change society for better or worse.
