It all takes place just after Peeta is saved from the Capitol along with the other Victors. The only difference is that he was never hijacked. Katniss is already sure that she loves him and has been since he hit the force field in the Quarter Quell. See what happens through the rebellion. Some people who died in the book will keep alive. I just couldn't kill them.
