Sera Masumi had arrived in Japan to befriened Kudou Shinichi and get the antidote from him to give it to her recently shrunken mother, but also to investigate the death of her eldest brother; Akai Shuichi.

Furuya Rei had just received the order from the boss of the Black Organization directly to make sure Akai Shuichi is dead, and work as a field agent.
