A hero who will stand up to the evilist of evils, a voice for the silent, a rock for the weak. A true hero in the form of...a blue haired girl who can't swim.

Meet Ame Funkai, and before you get the wrong idea, no, she's not your typical young Shinobi. In fact, she's a bit of a failure. 

She can't control her chakra, she has a bit of a lousy aim when it comes to shiruken practise, she can't swim and she's heavily protected by her parents, so there's really little chance of her growing up to be this long awaited hero.

After 12 years of being isolated from society, Ame is introduced into the real world for the first time as a 12 year old Shinobi with the skill and abilities of a 4 year old Shinobi.
