The enclave, a secret faction within the old US government and the secret masters of America has survived the nuclear fallout
Luckily, by a twist of fate or god having mercy. Not every country or nuke had fired leaving only a couple areas of the world radioactive, though that left the world crippled but brought it together to rebuild after the near great catastrophe
The enclave, having taken over the new government of the United States had begun to make deals and contracts with other businesses to help rebuild or expand their power
One such business was The Arasaka Corporation, with the crimes and unrest by the citizens of America from the near nuclear fallout had forced the enclave to look for equipment to deal with the problems within their country
The enclave had turned to the Arasaka Corporation for vehicles, weapons and manufacture to supply their country, but the Arasaka Corporation was greedy and shady.
Using their influence and power, they had bribed, threaten and made some of the situation in America worst as to exploit the enclaves assistance and force them to sign the deal which would make Arasaka more money
But the enclave wasn't one to mess with, before they have been threaten or bribed before, they also got back at those who dare try to manipulate them and the fact that many of their members had racist views on Asian people made their anger boiled over and sent out their best agents to kill the leader of Arasaka
But having caught wind of this, Arasaka sent their own agents to kill the leader of the enclave, they sent in their best and most brutal agent...

Seeing the red dots appear on the scanner on the monitor, the president sighed before clicking a button on his desk, two secret service agents step inside and greet him
"Mr. President."
"Good evening, could you lead me to the underground facility, I require the assistance of 'Gaia' immediately."
Tensing a little, the agents led the president through the White House and near an elevator, once inside one of the agents clicked the buttons in a certain pattern

The president was lead through many hallways and corners until reaching a cryoroom where important individuals or items are kept for safe keeping to avoid their deaths
One of this individual, separated from the other by a very large, tungsten and titanium reinforced steel door was the word written
"GAIA."
Unlocking the door with his rank and sign of office, the president stared at a large smooth cylinder cryo pod where the secret service and best soldier of the entire United state and perhaps the entire world was frozen
"Mr, president, I do not wish to question your judgment but perhaps the special forces or even one of us cou-"
"No, Adam smasher has killed foes greater then our current best. He has thrown out his humanity to become a cybernetic demon, no amount of men nor machine can beat him..."
He trailed off, typing in the passcode to release the monster kept inside his cryo pod
"So we'll have to use our own demon..."
