Izuku Midoriya is a hero. He's not the kind of hero most people imagine heroes to be like, but he is one. A vigilante, to be exact, but he is just as if not more popular than pro-heroes. As a co-leader of The Phantom Syndicate, he fights for quirkless rights alongside a hundred other vigilantes. He's one mysterious man - no one knows anything about him, not even what his quirk is. All they know is that he's powerful, and they need to catch him. And so the chase for the greatest Phantom, Deku, begins. But how can some policemen and a handful of heroes and hero-trainees stop a revolution? AKA That's what you get if you discriminate against 20% of the population and forget how creative humans are.
