Dahlia Academy Boarding School, where students come from two rivalling countries known as the "Nation of Touwa" and "Principality of West". This academy segregates its student body into two dormitories which reflects their nationality: the "Black Dogs" housing those from Touwa, and the "White Cats" housing those from the West. However, another School, the Khrushchev Polytechnical institute has sent students, the Red Pioneers, to Dahlia Academy. The Students, hailing from the Soviet Republic of Semirechyenskoe Sverdlovsk, a Communist Industrial Military power, have their own agenda at Dahlia Academy. The Pioneer leader, Pavel Markovsky, is tasked by the head of the Polytechichal Institute, Comrade Rector Ivan Sokolov, to spread the Revolutionary Ideals of the Glorious Soviet Republic and bring about unity among the Black Dogs and White Cats by making them into Communist Revolutionaries. However, Romeo Inuzuka and Juliet Persia resist the Red tide due to their own reasons. Romeo Inuzuka, the charismatic and athletic Black Dog leader, has a personal history with Pavel Markovsky. Markovsky and the Red Pioneers had beaten his team in the inter-school Olympics with a crushing defeat, leaving a lasting rivalry between them. On the other hand, Juliet Persia, the brilliant and determined White Cat leader, is skeptical about the Red Pioneers' motives and believes that Revolution might lead to chaos and disrupt the delicate balance at Dahlia Academy. As tension rises between the three factions - the Black Dogs, White Cats, and Red Pioneers - a clandestine struggle for influence ensues.
