User can erase a target's quirk permanently.
Drawbacks:
The target can cancel the erasure if they become a better person.
Only works on those who are not good in the first place.
Said cancellation can only happen if their actions are to truly be better, and not just to get their quirk back.
User must be able to see the target to activate.
