Draco Malfoy was born in a pureblood family.A family where everyone supports voldemort. And if you don't support him you will be kicked from the family. You can also be killed.When he was a child he was taught that he should hate muggle borns. He shouldn't even talk with them. He should talk only talk with pure bloods and specially the ones who support Voldemort.As he was growing in such a family so there was hatred for muggle borns inside him. He used to hate and tease muggle borns.But when he grew up and became matured he was not happy like this. He knew it was not right. Bt he didn't had any choice. His family made him a death eater bt he didnt want to. They wanted him to kill dumbledore. But he didnt want this. He didn't had any choice but kill dumbledore. When he tried to kill him snape came and kill dumbledore. And take draco with him. His family wanted him to become a death eater but it was never his choice. Even at the end they ran instead support Voldemort.
And yeah at the end I want to say I dont think draco was a evil character. He didn't had any choice but behave like this.
