Startled by the news, she left the paper on the table for Megan and Wayne to see: there was a large photograph of Dolores Umridge, wearing a wide smile on her lips, and she was blinking slowly under the following tutorial:

⠀⠀Last night the Ministry of Magic made an unexpected decision and passed a new law that will give it an unprecedented level of control over Hogwarts School of Witchcraft and Wizardry.
⠀⠀«"The Minister has long been concerned about events at Hogwarts," explained the Minister's assistant, Percy Weasley, "and the step he has just taken is in response to the concern expressed by many anxious parents about the direction the school is taking, a direction with which they do not agree."»
⠀⠀This is not the first time in recent weeks that the Minister, Cornelius Fudge, has used new legislation to introduce improvements at the Wizarding College. Most recently, on 30 August, Teaching Decree No. 22 was passed to ensure that, should the current headmaster be unable to appoint a candidate to a teaching post, the Ministry would have the right to choose the appropriate person.
