Izuku and anyone who has access to Divine Ki and beyond can do this, but Izuku will only use this with CUI, as this is also just the Aura of the Form, whenever Izuku activates CUI and then the Aura (which has never really been shown besides like this and when rushing around the world)
The Form will also be known as True Ultra Instinct, TUI
