After All for One was defeated by the government with quirk enhancements and no 'heroes' were involved the hero career was never thought up. As for the One for All users they all were the same up to Nana Shimura sense all before her were vigilantes in the first place. As for who she gave it to instead of Allmight, we'll see that later (p.s. she still dies).
Now because there are no heroes, there's a lot less discrimination. Yes people still get bullied but it's now not everywhere you look. Shigraki never existed because yes he killed his family, but he was helped by the people on the street and now lives a pretty good life as a YouTuber. Shinso was never bullied and lives a somewhat happy life (Insomnia sucks). Midorya is still friends with Bakugo, and both go to be vigilantes together. Which is where we are starting our story, ten months before their first year in high school.
