"As a result of the torture these twelve districts have been out through the past seventy-five years, I have asked my closest associates about another Hunger Games," President Paylor announces. "We have come up with a solution. It may seem like a revenge plot, yes, but I assure you, I will never put the people of my country in danger. We will have only one more Hunger Games, and they shall then be illegal and unheard of forever." The crowd of Capitol citizens and district members groan and gasp.
"These new Games will be under controlled circumstances, although. You will not be killed, but only injured, and are picked up like the dead use to be when you cannot move on. The winning rules are the same, as always. You will be treated as a victor, and the others as well. The Reaping will be held in three weeks in the Training Center of the Tribute Building, the tributes will be coached by the most recent victors, and will be trained like the victors and Reaped by one of the strongest victors yet, Miss Katniss Everdeen.
"Thank you for your consideration, Panem," Paylor closes. She does the three-finger salute Katniss used in her Games, and the crowd mimics.
