She was separated from him at a young age tho do to her wanting to become a marine and deciding to train while traveling the world by the tine she returned zoro had already left leaving Riley saddened
However thinking he would cause no trouble and just hunt pirates she left him be,
She found out he became a pirate during the jaya island arc and she first appears during the water 7/enies lobby arc(reappears in the Timskip during dressrosa
Where she is web helping the straw hats since she is apart of the government she knows more about enies lobby
Despite the fact that zoro is a pirate Riley would not let him die as he is still her younger brother and tho she may not show it she cares for him
