All limitations of the Washington Naval Treaty and 1st London Naval Treaty still apply but with these changes. 

1: Maximum Gun calibre is now at 14 inches

2: Cruisers with guns 8 inches up to 12 inches are now designated as Large Cruisers

3: Number of Large Cruisers allowed for each nation:

4: Nations can exchange ships and tonnage allocated for Large Cruisers for Light Cruisers         or Heavy Cruisers

4: Nations can exchange ships and tonnage allocated for Large Cruisers for Light Cruisers         or Heavy Cruisers

5: Submarines are now limited to 2,000 tons and a 5.1 Inch gun

6: If any nation of the previous treaties does not sign on, the Escalator Clause would be triggered, raising the maximum gun calibre for Battleships to 16 inches, and 50,000 tons of displacement
