~Reasoning~
Homura, the second Magical Girl in as many chapters, has many similarities with Swim Swim, despite being from completely separate medias. Both types of Magical Girls have their own special abilities, and both of them have fucking busted ones.
Homura's ability? She's able to completely freeze time at a moment's notice. Even after having watched the main show and Magia Record like, six times, I'm not sure if she has a time-limit with her magic, or if she can hold it for as long as she has magic left. I'm going with the second one.
While her magic doesn't initially give her any sort of weapon or special move, she doesn't need any. While everything stops around her while her magic's active, she has completely free movement, meaning that she could stop time right at the start of the fight, unload a few clips (god knows she has no shortage of ammunition) into Goku at point blank, and kill him before he has the chance to even attack. However, she has to be careful not to touch him, or he'll suddenly be able to move as well.
In short, Homura just has to be smart and quick. Which she is.
