Scene 1:

Scene 2:
The city is abuzz with rumors, and protests break out. Mayor Lionheart assigns Judy and Nick to maintain peace. They discover that some mammals blame birds for economic challenges and vice versa. A charismatic bird leader, Falcona, emerges, advocating for bird rights.

Scene 3:
Judy and Nick attend a town hall where grievances are aired. Falcona expresses concerns about unequal opportunities for birds, but some mammals argue that birds receive preferential treatment. The stage is set for a complex societal divide.

Scene 4:
As tensions escalate, Judy and Nick uncover a conspiracy to heighten animosity between the groups. They find evidence of a plot to frame birds for a major crime. The duo sets out to expose the mastermind behind this scheme, aiming to prevent a full-blown conflict in Zootopia.

NOTE: I just feel like at some point they would go that route and bring in more animals that aren't just mammals all the time
