I feel they're cousins.
Here's why!
So according to Google. Kotaro (shigaraki father) is 32 right now.
And Google says inko is 41 (inko is midorya's mother)
So i don't know when Shimura went to fight off afo but I feel she left and went..idk 🤷♀️, then 9 years later (the age gap between inko and Kotaro) she had inko.
Then idk 🤷♀️, they went back to Japan and inko was raised by who knows like Kotaro.
But anyway so I feel, because of what all might had said that inko looked like his master (I think he said cause of the hair 🤔) but anyway the younger version of inko looks alot like nana.
And Nana's quirk is float, with inko's being levitation, or whatever it's called.
So yeah. Tenko shimura (shigaraki) and izuku Midorya (deku) are cousins according to my theory.
Idk why everyone says brothers. I feel it's cause they believe (if we're going by the theory of afo is deku's father) then tomura was adopted by him?
But I still feel that technically izuku and tomura are cousins.
