Nationality loyalty
The US and the soviets were allies during the great world war 2, and apparently, the Walt Disney company was confirming that when making this film.
Sergei Prokofiev was born in Ukraine, thus making him a soviet. So the Peter and the Wolf segment was set in Russia.
The setting was pretty explicit and the movie went out of its way to let the audience know, or at least give it a clue that Peter was hunting a wolf in Russia.
Even the word you see on the sign in the water is the Russian word for 'danger'.
But sadly, that didn't do enough because right after the movie was released, the US and the soviets became enemies.
