Taishiro's Quirk allows his to make anything adhere to his obese body on contact and sink into his body fat. This fat also stores kinetic energy, which he can convert into offensive muscle at the cost of his fat, hence a weakened state due to the loss of fat.
Ultimate moves: Fataxi
His quirk allows him to hold anyone smaller than him within his body as passengers [There for the name Fat-Taxi]. He uses this to escort allies in and out of battle, and this could also be used in rescue missions to move civilians out of the way of harm.

Observations:

Taishiro is to resemble a Matryoshoka doll in shape and appearance. He also likes the food Takoyaki, which was first popularised in his home town.
