"He's back." Toshinori barged into Nezu's office in his small form, pacing anxiously. "HOW?! He's supposed to be dead. I saw him die!" Nezu was just as concerned as he was about this, which is why the two-person meeting was currently taking place. "I know, I read the reports five years ago, but it's an undeniable fact that he created that Nomu using his multiple stolen quirks," he told Toshinori who was still pacing back and forth. Nezu told Toshinori to sit down, which he silently complied with, and then poured some tea to calm both of their nerves.

Nezu passed him Bill's statement and they were now discussing what to do with this information. The multiple quirks that were, in Shigaraki's words, 'given' to Nomu could only lead back to All For One. There was no other villain capable of such a feat. And on the very slim chance there was, it would have to be a secret organization that does illegal quirk experimentation on humans. They didn't know which was worse, but Nezu prayed to whatever deity would listen that it wasn't both. Unfortunately, the Nomu who had been found in a nearby forest was reported to have a combination of two different people's DNA and the quirks of said people.

Nezu sat unervingly still trying to ignore the feeling of his hackles rising in favor of reading the file on his desk.

The report came in from Detective Tsukauchi--a blood test from the USJ Nomu. It was dragged to the Central Hospital where it was then imprisoned by the police and locked up in a straitjacket. The police force tried to get information from Nomu, but it didn't respond or react to anything they did. Eventually, they gave up and did a DNA analysis on Nomu. The DNA matched with a low-level thug from Musutafu named Katsuro Kenzo; Quirk: Shock Absorbtion. The man wasn't a big target and didn't garner much attention other than the usual trial of any common thief.

According to the file in front of him, this is his corpse. Or rather, a horrid amalgamation of two corpses. The main DNA strand belongs to Kenzo, but there was also one other that wasn't as easily found. Finally, someone got the bright idea to run that small strand alongside the other quirk, Super Regeneration. It matched a young woman named Yukari Maro. She was a fairly average citizen, so there wasn't much to say about her aside from her rather uncommon quirk. Healing quirks are fairly rare after all, so it was only a matter of time before she caught the wrong attention. She was aiming to be a community service worker, a hopeful soul taken from the world too soon. Her family was distraught at her disappearance. At least now they can have closure.

There was only one man who had both the apathy and the ability to commit such cruelties. A man he and many others had thought dead. A man whose name was not to be mentioned outside of the very small circle of those in the know. The monster, the myth, the boogieman, All For One. The fight All Might and he had five years ago was devastating to both sides and had left one crippled and the other crushed. It seems they were wrong to assume that the snake wouldn't find a way to cheat death as he had for the past two hundred years.

Both of these people had gone missing months prior to the USJ attack, along with hundreds more. And then there were people who were listed as villains who had also been abducted recently and even a few people who weren't reported until the IRS came knocking on doors when they "had tried to avoid their taxes" and discovered that they hadn't actually been there to pay them. Additionally, some people's televisions, music, and some other appliances or devices were still on which meant they were abducted without warning. All of this evidence pointed to one man and one man alone, All For One.

"I can't fight him like this Nezu, I just can't... I don't have the strength to fight him," he whispered solemnly. Nezu nodded wordlessly. Toshinori was right, he couldn't fight him like this. Recovery Girl, the best medic in Japan, had spent many sleepless hours putting him back together and gained many grey hairs keeping him alive for the next five years. Putting him out on the field to fight that monster would only kill him, and that's assuming he's even able to get a hit in. There was no way he could fight him all on his own, even though he was the only person in the world who could.
