Harry Potter and the Order of the Phoenix was published on June 21, 2003. This was the last we saw of Sirius.
The first Twilight book, called...well...Twilight, was published in 2005. After Sirius was dead. So, if anything, Jacob was copied from Sirius, not the other was around.
Those who say Sirius is copied from Jacob Black?
