Creat a cast of characters that would probably live in the story. Decide  whether you'll have a single main character or multiple characters.

Pick who the antagonist is or rather might be. The good thing about horror and or mystery or a thriller which I guess is a sub genre of horror and mystery is that any character could be the antagonist heck look at Carrie by Stephen King she was a antagonist. Or Jack torrance he was a mean drunk turned psycho with a axe and the promise of alcohol. Now you got a cast learn as much about them as you can.

For a horror story it's a good idea to make your protagonist as human as possible give them faults. They can be for example a drunk, drug addict, they can just be a plain jerk or is there something this character has done to reck Havoc on there life. Take the girl on the train for example she was made unreliable and her flaw is she's a drunk and the other girl is a adultery​ and the other is unhappy in her marriage.
