1) Open up Photoshop and your picture

2) Click your (or whatever tool you want that will make your work more easier), and select that tool to the eye like (don't worry if your selection goes out of the eye, you still can erase it using the eraser tool later)

3) Click on layer>new adjustment layer>hue/saturation

3) Click on layer>new adjustment layer>hue/saturation. You'll see something like. That adjustment layer will change your picture eye color, Adjust the hue/saturation layer just like you want

4) *This step is optional* If the color of the hue/saturation color goes out of the eye. Select the and erase it to the part that you don't want.

5) After you've done everything save your picture as jpeg and you're done!
