Everyone at the Triskelion is rushing around in panic and fear, trying to evacuate the building.

Woman's voice on the PA, "Emergency evacuation alert. All personnel, proceed to designated safety zones."

Hallway 🎭

Rumlow staying low with his gun up, quietly and slowly walking down the hall, hearing a SHIELD agent say to other agents as they round the corner, "All S.H.I.E.L.D. agents regroup at Rally Point Delta."

Rumlow quickly stabs SHIELD agent 1 in the chest then stabs SHIELD agent 2, using him as a SHIELD as he walks forward and shoots SHIELD agents 3 and 4, he drops SHIELD agent 2 and continues to walk cautiously, holding his gun up.

HYDRA agent dispatch's voice informs Rumlow in his earpiece radio, "Sir, the Council's been breached."

Rumlow stops walking, panting, demands in his earpiece, "Repeat dispatch."

HYDRA agent dispatch's voice tells Rumlow, "Black Shadow's up there." He's talking about Anna.

Rumlow turns towards the door for the stairwell, "Headed up!" He kicks the door open and starts going up the stairs.

Inside: COMM Room 🕊

Hill now standing, looking at the big screen with AJ/Crystal Dove on her right, both leaning on the desk. On screen, showing a live footage from the stairwell camera of Rumlow going up the stairs, Hill calls out in her earpiece, "Falcon?"

Sam's voice responds, "Yeah?"

Hill informs Sam, "Rumlow's headed for the Council."

Sam unzipping his jacket as he responds, "I'm on it."

CHARLIE Helicarrier Platform ⌨️🗝

On the Helicarrier platform, Amy/Ruby quickly stands up and activates her thrusters, flying backwards in the air as she holds out her hands and blasts towards Lizzie/Winter Soldier who quickly jumps and somersaults out of the way, hiding behind a cannon.

Amy/Ruby turns to fly away but Lizzie/Winter Soldier comes out of hiding and holds out the same device that Bucky used to take down Sam's Falcon wings, she clicks the button, the hook and rope springs out and attaches to Amy/Ruby's left arm, stopping her from leaving and Lizzie/Winter Soldier pulls the rope hard, making Amy/Ruby fall and land hard on the platform.

Amy groans in pain as the screen glitches a bit.

Outside: CHARLIE Helicarrier Platform 🗝⌨️

Lizzie/Winter Soldier drops the device, running full-force towards Amy/Ruby who rolls to her right side and blasts at Lizzie/Winter Soldier with her left hand, making Lizzie fly back to the cannon, making a dent.

Bottom Deck

Steve/Captain America runs into the main engine tech-room where the main targeting blade system chips are held at and is confronted by Bucky/Winter Soldier who stands in front of the targeting blade system chip case with a blank glare on his face.

Steve/Captain America stops in the middle of the catwalk, looking at Bucky/Winter Soldier, "People are gonna die, Buck. I can't let that happen." Bucky just silently stares at him coldly, "Please don't make me do this." Steve sees that Bucky won't back down and takes a deep breath, his expression hardens and he suddenly throws his shield at Bucky/Winter Soldier who quickly lifts his metal-arm that's holding a gun and covers his head, the shield bounces off of Bucky/Winter Soldier's arm, Steve/Captain America runs forward and catches the shield and blocks the up shot then the low shot from Bucky.
