Basically, vote trading is against the rules on Wattpad.
It's in the Code of Conduct. (Wha-What? The Code of Conduct?? What's that?!)
Yeah, so there's a Code of Conduct on Wattpad. It has a few general rules to keep people from a few things, including, but not limited to: spamming, ranting, plagiarising, and, yes. Vote trading.
If you go against the rules, there is a chance that you will get DELETED from wattpad! First they'll give a warning, and if you do it again, your account will get deleted from wattpad.
"Oh, but that's not THAT bad.... I'll just risk it. And if I do get deleted, I'll just make a new account, muahaha!"
