Step one: Open the image in PicsArt, and go to Draw. Then, click on the color square and pick the eyedropper icon. Then, move the circle that appears to the color you want to use or they skin, and start coloring.

Step 2: After coloring the skin in, press the tick mark. Go to Fx ➡️ Magic ➡️ Color bright. Press the three empty circles icon. The icon should become solid. Then, press the mask icon at the top, to the right of the eraser, and repeat the process until you feel the hair is vector-y enough. Press the check.

Step 4: You've successfully made the skin and hair a vector, but the shirt looks weird. Go to draw and color the shirt in with the eyedropper color, then press the check mark.
