For the devils it was sirzechs Lucifer one of the 4 current satens and behind him was his wife\maid grayfia lucifige (did I spell that right?) His queen next to sirzechs was serafall leviathan another one of the current 4 great satens and behind her was a guy with blounde gold hair with percing blood red eyes that scared Rias and her group

This man was Mika koto descendent of Gilgamesh and queen of serafall
On the angels side was Michal one of the spherep (I spelled it wrong I think so I'm sorry) and current god and his sister a fellow spherep gaberial and behind her stood Irina shido (spelled it wrong again) a childhood friend of Issei's
For the fallen angels side had azreal the govener of the fallen angels and behind him leaning on the wall was vali the current white dragon emporor and rival to issei the red dragon emporor
As they entered sirzechs says "My sister and her friends" after that they began to talk and give reports
(I'm to lazy to write all of the meeting so I'm going to skip some parts so sorry)
"Now how about we have a word from the two heavenly dragons and the king of hero's" said azreal he then looked at vali and said
"Vali your thoughts"
"As long as I get to fight strong people then I'm fine" he said then azreal looked at issei and said
"Now how about you red dragon emporor issei hyoudou" and issei looked nervous and said
"Oh me um well I don't know what to say" he said looking away and scratching his cheek and azreal smiled and said
"Let me pit this in a way you'll understand...peace equals sexy time with rias but no peace equals no sexy time with her" and issei looked immediately happy with a perverted smile and said
"yes! Peace! Peace is awesome! I so want sexy time with rias!" And then some one scoffed and everyone looked to see it way the guy with blounde hair and red eyes and currently he was looking at issei with disgust and said
"Tsk how discussing how can you say that in the presence of her brother who is also a saten but also the leaders of all the fractions you mongrol" and issei looked pissed and was about to say something when azreal said
"Ahh and last but not least the famed king of heros what is your take on the peace treaty" and the king of hero's clouded his eyes in thought and opens them and said
"As long as I am by serafall side to help and protect her then I am fine with anything as long as she is not in danger" and serafall blushed and looked at him and smiled brightly and said
"Ahhh~ mi-kun I love you to~ my golden queen~" and Mika looked away with a blush and mumbled something under his breath
Time skip no one pov
After discussing everything things seem to be going good
Well until everyone except the fraction leaders,vali,xenovia,kiba,rias,ieesi,Irina and Mika frozze and Mika looked at serafall and asked
"Lady leviathan are you OK?!" She smiled and said
"Yes I am mi-kun no need to worry I'm a magical girl and a satan so I can pretty much handle anything!" And Mika had a blank face and said
"Anything except paperwork" and she said
"What?"
"Nothing!"
After that they had find out that the terrorist had captured both koneko and ghasper and where using ghasper to make his balance beracker appear forcefully
Azreal had send vali to take care of the magician's outside
After that Sirzechs had asked grayfia if she could send rias and issei to the ORC clubroom after finding out Rias had a unused rook there
After they had left a magic circle appeared and a women appeared and in mikas opinion she looked like a bitch

After that she explained how she was the former leviathan and how she and most from the old Satan fraction have joined the khaos birged (I don't know how to spell it sorry) and how she planed to kill serafall
Azreal was about to go and fight her when Mika put a hand on his shoulder and said
"Azreal please allow me to take care of this want to be leviathan" and azreal nodded and and Mika flew up to her level with out wings and katerea said
"Who are you low-class?" And Mika opened his eyes that were slightly glowing and said
"I am the queen of serafall leviathan the one TRUE leviathan and I am the decendet of mankind's oldest hero gilgimesh king of hero's...my name is Mika koto...for your crimes against the four great Satan's you will be punished with the highest possible punishment..." Then hundreds of golden gates appeared behind him
