Bumblebee in Transformers Prime and in the live action movies had his voice box injured beyond repair, and had a modulator to talk for him. He could talk by three options one was by the radio the second was clicks, beeps, hums, whirs, and lastly Cybertronian sing langauge. In the movies Bumblebee used all three ways to get his point across. The way he spoke in Transformers Prime was by the clicks, beeps, hums, and whirs as a combination of morse code and binary computer code. Each pitch, tone, and sound is a different syllable and word. You can even understand Bee's mood by the way he uses the sounds, tones, and how fast or slow he used them. That is why his charge in Transformers Prime Raphael was able to understand him quite easily.
