She's not Bill's daughter but Nebula was his niece and the child of Will Cipher :3

Nebula Cipher is a half human and a half dream demon.
When she was 4 years old, Nebula was forced by Bill to awaken her power. But, he realized that she only inherits three abilities from their family.
Bill showed no mercy to Nebula and giving her pain till she awaken all her powers.
Will Cipher, Nebula's dad desperately wanted to save his child but failed. To save Nebula, he traveled around the universe to find a safe place for her. After Bill went to Gravity Falls, Will in the same time put his daughter and kept her in a cell inside Ford Pines' lab. The Pines nor the other peoples doesn't knew about it yet. When Dipper and Mabel Pines get back to their hometown (since it was the end of Summer) Nebula Cipher aged, 14 years old.

Her first appearance is the next summer 😁😂
