There will be a council equal to the High pack of everyone. The High pack is automatically apart of the council.
Only Alpha's are eligible to be apart of the council. You may choose to nominate an Alpha, however, in the end, the Alpha must be willing to enter the voting.
Voting is determined by all packs who are registered. You may not vote for yourself. Individual members of each pack may vote, and in the end, when the votes are tallied up, we will have 7 High council members. These Alpha's will each have their own vicinity to rule, and all packs in that sector are required to obey the Alpha of their continent.

7 Alpha's for the 7 continents. It's a pretty big deal to be in charge of a whole continent of packs.
The continents for which you will be voting for are as follows; Africa, Asia, Antarctica, Australia, North America, and South America.
