Extended summary: After complaints about bullying, Roosevelt Preparatory's principal takes note. She conducts a survey among the students, and when the answers come in, she starts an initiative: the Penpal Project. Each student takes a personality test, and based off of the test results, they are paired off and have to write letters to each other once a week.
Mattie Burns takes letter writing seriously. Through a matter of days, she opens up to her penpal, who offers genuine advice and who seems to know exactly what to say. They advise her on bullies and crushes, on controlling parents and on making her own decisions.
Leroy Brooks somehow appears when Mattie needs him, and he seems to know things about her that only her penpal would know, which leads Mattie to wonder: Is Leroy her penpal?
