This takes place in Season 1, where Varian has turned evil. He's already kidnapped the queen to lead Rapunzel to him but things play out a lot differently than he expected... Rapunzel says that she'll take her mothers place, meaning she'll stay with the 14 year old until he calms down... And with her help he eventually reforms himself again which takes a long time...
