Elsa and Anna's parents are never actually confirmed to be dead. It shows in Frozen II that the waters last memories of them are then being surrounded by water, but they are in a sea next to an enchanted forest where water spirits live.
So what if Elsa and Anna's parents were alive but just trapped in the Forest like the other people who have entered it? Or even better, what if when they were shipwrecked they were transported to after Elsa became the 5th spirit and Anna became Queen of Arendale?
Maybe when Elsa "activated" the Ice Chamber with all the memories, it also connected with the water surrounding her parents in their last moments and transported them there. The spirits always liked Elsa's mother after all.
