if you consider Tsuyu and Hagakure "best girls" of Class 1-A, then just remember that they were almost boys. when Kohei Horikoshi first came up with theses character's, he envisioned them as boys. but once he realized that class 1-A had to many boys of 16 with only 4 girls in the class, he changed there genders.
