But freedom, even for those who are holy, is nothing but a pipe dream to the citizens of Panem; an unreachable destiny that hangs above their heads like a tangle of storm clouds, pearl-tinted and heavy with precipitation. President Snow can barely make out the smoke trails of Osiris Valencia's ignition all the way from his rose-curtained throne in the Capitol, but – from the moment she is laid across her mother's bare skin, as bruised and bewildered as any newborn babe – even still, he makes it his sole mission to snuff her out.
